Why do those years mean anything? Just because the song version didn't come first doesn't mean there isn't a link. I put the years in the video for the very purpose of clarity in that respect.

Actually, there is a chance it wasn't coincidence, but that Michael used the beat that had originally been used for the Sonic 3 credits music in Stanger In Moscow

I noticed some similarities but I looked up the Sonic 3 release date and some don't match.Sonic 3 ending credits: Sonic was made in 1994Micheal Jackson: Stranger in Moscow 1996It was a coincidence.Ice Cap and Carnival Zone match up though.
